Do note that some packs on your thigh may prevent you from wearing bulky backpacks. Wearing a backpack impedes movement and keeps your merc from jumping over obstacles, so remember to drop it before engaging the enemy when wearing one.

They are meant to contain spare mags to refill those you keep on your body and spent during combat once things die down. If you're currently not wielding a gun, move one into your mercs hands.
